Can THCA Flower Be Delivered in the Mail?

USPS, UPS, and FedEx do not follow one shared cannabis policy. Here is what each carrier actually says, what a compliant package needs, and why November 12, 2026 changes the answer.

The short answer

THCA flower can sometimes be delivered domestically, but only when the product legally qualifies as hemp at every relevant point and the shipper follows the chosen carrier’s rules. USPS permits qualifying hemp products in domestic mail when the mailer obeys federal, state, and local law and keeps supporting records. UPS accepts raw hemp only from pre-approved contractual shippers under specific conditions. FedEx lists raw or unrefined hemp flower among prohibited items. A product being available online, receiving a tracking number, or arriving successfully does not prove it was legal to ship, sell, receive, or possess.

The delivery test

One package has to clear four separate checkpoints

A shipping label answers only one question: a carrier accepted data for a shipment. It does not settle product classification, carrier eligibility, destination law, or possession law.

Passing through a state is not the same as selling inside it

The 2018 Farm Bill protects transportation of federally lawful hemp through a state. Congressional Research Service explains that this protection does not automatically erase a state’s rules for sale or possession within that state. A parcel may therefore be protected in continuous transit while its delivery to a buyer is still restricted.

USPS, UPS, and FedEx have different answers

The carrier name matters. Their published terms are not interchangeable, and a seller should verify the current policy before every shipping program or service change.

Conditionally mailable
  • Domestic hemp mail is permitted only when the product stays within the stated THC limit and all applicable laws are followed.
  • The mailer must retain records that establish compliance, including lab results, licenses, or compliance reports, for at least three years.
  • International mail is prohibited, including APO, FPO, and DPO destinations.
  • USPS acceptance does not shift compliance responsibility away from the mailer.

Best fit: a compliant domestic hemp mailer with complete records.

UPS

Contract shippers only
  • Raw hemp in plant form is accepted only from pre-approved shippers as a contractual service.
  • UPS requires a dedicated account, licenses, and a signed agreement.
  • Raw hemp shipments must include a COA showing less than 0.3% delta-9 THC on a dry-weight basis.
  • UPS requires Adult Signature Required service for U.S. hemp and hemp-derivative shipments.

Best fit: an approved business shipper, not an occasional counter drop-off.

FedEx

Raw flower prohibited
  • FedEx materials list raw or unrefined hemp plants and subparts, including hemp flower, among prohibited items.
  • Hemp-derived CBD products with no more than 0.3% THC may be permitted when all laws and rules are met.
  • That CBD allowance should not be read as permission to ship raw THCA flower.
  • The current FedEx Service Guide and account representative should be checked before tendering any regulated product.

Best fit: do not assume FedEx accepts smokable hemp flower.

What USPS requires for domestic hemp mail

USPS Publication 52 is the controlling public mailability guide. Its hemp section makes the mailer, not the postal clerk, responsible for proving and preserving compliance.

The USPS checklist in plain English

The hemp or hemp-derived product must stay within the applicable THC limit. The mailer must comply with all federal, state, and local rules for production, processing, distribution, and sale. Records may include laboratory test results, licenses, and compliance reports.

The current publication permits qualifying hemp and hemp-based products in domestic mail. It prohibits them in international mail, including items addressed to overseas Army Post Office, Fleet Post Office, and Diplomatic Post Office locations.

Publication 52 does not say that a label, QR code, or COA can cure an otherwise unlawful product. The underlying batch and transaction must actually comply.

Who needs to keep the proof?

The published USPS rule places the record-retention duty on the mailer. A buyer should still save the order confirmation and batch COA because packages can be delayed, questioned, or separated from their original retail listing.

A COA is evidence, not immunity: A report can be outdated, altered, tied to another batch, or inconsistent with the material in the package. Law enforcement and carriers may rely on their own inspection and testing.

The shipping problem behind the number

Researchers led by the National Institute of Standards and Technology measured delta-9 THC, THCA, delta-8 THC, and total delta-9 THC in 53 smokable hemp products. About 93% exceeded 0.3% total delta-9 THC even though they were marketed as federally legal hemp and claimed low raw delta-9 THC.

That gap matters because current carrier wording often refers to a 0.3% THC limit, while the federal hemp definition changes to a total-THC standard on November 12, 2026. A front label that says legal hemp is far less informative than a full batch report.

The study does not prove that every THCA flower shipment is unlawful. It shows why classification depends on the measurement rule, exact batch, and actual testing rather than branding.

Scheduled federal change

November 12, 2026 changes what can qualify as hemp

Public Law 119-37 replaces the federal delta-9-only plant threshold with a total tetrahydrocannabinols standard that expressly includes THCA. Unless Congress changes the law before the effective date, typical high-THCA flower will be unlikely to fit the new federal definition.

Through November 11

The federal plant definition centers on no more than 0.3% delta-9 THC by dry weight. State law and carrier policy can still be stricter.

Starting November 12

The federal plant threshold becomes no more than 0.3% total THC, including THCA. Final cannabinoid products also face separate exclusions.

Shipping impact: Carrier permissions depend on lawful hemp status. When the federal definition changes, a product that no longer qualifies as hemp cannot rely on policies written for mailable or transportable hemp. Sellers and buyers should recheck every carrier page near the effective date.

The safest signal is not a big legal shipping banner. It is a seller that explains limits, shows the exact report, checks destination rules, and uses a carrier program that actually accepts the product.

  • Age verification and adult-signature controls are used where required.
  • The shipping policy excludes restricted states and locations.
  • The company explains the November federal change.
  • Customer support can connect the package to its batch paperwork.

  • Discreet packaging presented as proof of legality.
  • No visible batch report before payment.
  • A carrier logo used without explaining its hemp conditions.
  • An overnight promise that ignores destination law.
