What is static sift?

Static sift is a dry refinement technique that uses differences in electrical charge to help separate resin-rich trichome heads from fine plant particles in screened cannabis material.

Short answer: Dry sift is first produced with mesh screens. Friction can give trichomes and plant material different electrical charges. A trained processor then uses a suitable surface, such as a nylon screen, parchment or glove, to attract or move one fraction away from the other. It is called static tech because electrostatic behavior assists the cleanup.
